Guide on how to apply for a NEW JERSEY CCW (Non-Resident)

Out of state residents no longer need to use the TOTOWA Sub-Station ORI# - When you apply, the NJSP portal will assign you to a random station ORI to process your application:

STEP ONE: If you are an Out of state resident that has never been fingerprinted for a firearm application in New Jersey before, please email firearmsinvestunit@njsp.gov for further directions.

Put in the Subject Line: “I’d like to apply for Fingerprinting/SBI#”. In the email message type in your name and address and phone number.

DO NOT CONTACT THE BARRACKS BY PHONE, UNLESS IT HAS BEEN ALREADY 10 DAYS SINCE YOU DID YOUR FINGERPRINTS - AND ONLY TO REQUEST FOR YOUR SBI NUMBER.

In New Jersey there are two (2) systems for Firearms:

Permit to Carry System (PTC): Required to carry a handgun.
Firearms ID Card System (FID): Required to buy ammo and long guns.

Not required for out of state PTC applicants.

All FID card updates are automated, and you will receive an email when the application is complete. Do not call or email for updates and to inquire where it is holding. If we have any issues, we will contact you via phone and email.

This is based from the written direction from the NJ State Police Totowa Firearms office:

STEP 1 - GETTING AN SBI # & FINGERPRINTING:

Out of State Residents ONLY: On the Concealed Carry Permit Application system, it is required to input your SBI (State Bureau Identification) number to apply.
For applicants who do not have an SBI number it states, "If you have never been fingerprinted for firearms purposes in New Jersey before, start with an application for an Initial Firearms I.D. card here."

You do not need to apply for an FID card to apply for your PTC. The FID card is used to purchase long guns and ammo. The Firearms ID system and Permit to Carry System are separate. Applying for a Firearms ID card will cost $50. Instead of incurring that cost, below are instructions on how to get fingerprinted for your carry permit if you live out of State.

Case Number: Please use your first initial of your first name, full last name, and the letters “PTC”. For example, if Chaim Green set up his fingerprints at Identogo, his case number should be “CGreenPTC”.

STEP 2 - THE REQUIREMENTS:

The Certification form (link) signed by your instructor and a copy of his Instructor Certificate stating your qualifications and passed your proficiency with firearms.

New Jersey requires a live-fire qualifications, which can be done in almost every shooting range in NJ. Some ranges in NY also provide it. The prices vary. (The NYS 18-Hour Certificate is not a qualification accepted in NJ)

Consent for Mental Health Records release form for the state of New Jersey (link). Please note, depending on the investigator they might require you to come down to their office so they can witness you signing.
NEW YORK STATE RESIDENTS: Additional Consent form to release your New York State mental health background check (link). (Needed if you lived in New York in the past 10 years).

Top left corner on page 1, fill in your full Name, Gender, Date of Birth, Social Security #. Skip A. On page 2, put in your Name, continue to step C, Sign, print your Name and Todays’ Date. Skip to the end and once again, Sign, print your Name and Todays’ Date. Please note, leave the WITNESS PART BLANK.

PLEASE UNDERSTAND: The NYS Mental Health office takes forever to mail back your report to the NJSP. Even though they accept the forms from the Totowa Station via fax, they don’t send it back electronically. The average time is 4-6 weeks at best, on average it is over 2 months or longer. The NYS Health only uses the regular USPS first class mail, which is very unreliable and takes forever. Please be patient, DO NOT call the Totowa Station asking for any updates. If you haven’t received your approval via email, it is most likely that the Totowa Station is still waiting for your NYS Health form to return. Calling the Totowa Station will only DELAY your application! Once approved, you will be notified via EMAIL from the TOTOWA Station.

STEP 3 - THE APPLICATION:

Click here for the online application. Do this only ONCE you have completed steps 1 and 2.
Upload A Photograph - Passport style color photograph of applicant in civilian attire only without wearing a hat or sunglasses is required to be uploaded.

Photographs must be passport style – 2 inch x 2 inch with a light background. Applications submitted with a photograph that do not meet the requirements may need to be withdrawn. Please note that there are no refunds for withdrawn applications.
Taking A Photo. Open the camera app on your cellphone. Switch the settings to a 1:1 ratio to ensure you’re using the correct size. Take a photo using the above State specifications.

Training: A PowerPoint presentation will appear. This is the State’s “mandatory” firearms training. All you have to do is click through the slideshow. There is no quiz or test on the material.
SBI Number: In this box type your FID/SBI number.
Personal Information, Identification Information: Fill out all fields appropriately.
Handgun Information: You will need the Make, Model, Serial #, Caliber type for each firearm you intend to carry.
References: You will need the names and contact information of 4 references. References can NOT be related to you by blood or law. These references will receive an email survey on your behalf. Your application will not process until these references fill out their survey. Make sure their email addresses/names/contact information are correct before submitting. AND contact them to be on the lookout for an email from no-reply@njportal.com (if they didn’t receive it, have them check their spam/junk folder).
Review the application - if everything looks ok, proceed to the payments page.
Then hit SUBMIT.

ONCE APPROVED:

The New Jersey State Police will email you your approval along with a secured PDF of your license. You will not receive a physical card. If you would like to have your license (whether it’s the FID or PTC) printed on a sleek metal card instead of printing and laminating it yourself, I highly recommend a service offered by a close friend of mine. He’s a fellow Hatzolah member and a dedicated 2A supporter. Simply send him your PDF file, and within a few days, you’ll receive the impressive metal card(s) in the mail.

IMPORTANT INFORMATION FROM THE NEW JERSEY STATE POLICE - TOTOWA STATION:

They requested that we post the following:

If you send us an email, and the answer is on our website, your email will not be answered.
You will receive a status update about your permit when the status changes, not upon request - so please do not call or email.
Please make sure the emails for your references are correct. We are having numerous applicants inputting the incorrect email addresses. Entering incorrect email addresses will delay your application.
After approximately 10 days, we will receive your SBI number at the station. Please call the station and someone will be able to give your SBI number. Do not email us requests for your SBI number.
All FID card updates are automated, and you will receive an email when the application is complete.
A NJ Firearms ID card is NOT required to apply for a concealed carry permit.

IMPORTANT INFORMATION FROM THE NEW JERSEY STATE POLICE - TOTOWA STATION Regarding FORM SP-224:

To continue the process of your New Jersey Permit to Carry or Firearms ID Card Application, please complete Part I and Part II only.

After both parts are complete, please fax, email, or drop off the form to your local police department. Your police department will then provide the form back to us. Do not send the form to us.

Please do not contact us asking if we received response from your local police department. We will follow up with each police department if we do not hear back from them. We are only asking that you complete the form and send to your local police department.

If you have any issue with the form, please contact us in a separate email and advise us of the issue. (Please leave the fields, Dealer Name and Dealer License # dashed out as it does not apply to you):
